Use literals in place of HTTPStatus constants in tests (#13479)

Replace
- `HTTPStatus.NOT_FOUND`
- `HTTPStatus.FORBIDDEN`
- `HTTPStatus.UNAUTHORIZED`
- `HTTPStatus.CONFLICT`
- `HTTPStatus.CREATED`
